REGULAR MEETING OF THE FACULTY UNIVERSITY OF OREGON January 9, 1980

The meeting was called to order by President William Boyd at 1540, on JanUary 9, 1980 in room 150 Geology. There being no corrections to the minutes of December 5, 1979, they were approved as distribUted.

ANNOUNCEMENTS

President Boyd announced that the following faculty members were elected to the Graduate Council. From Arts and Sciences, Edward Diller and Barbara Mossberg; from professional schools, Linda Hearn and Ronald Rousseve.

Mr. James Dwyer made the following announcement: "As members of the academic community, we condemn the administration of John Silber at Boston University for bringing action to suspend or dismiss five tenured professors (Andrew Dibner, Psychology; Murray Levin, Political Science; Fritz Ringer, History; Caryl Rivers, Journalism; Howard Zinn, Political Science) who in September, 1979 expressed their support of striking B.U. clerical workers by holding the first week of classes away from the assigned classrooms or by cancelling some classes. To contemplate such serioUs action as the revocation of tenure on these trivial grounds can be understood in no other way but as an attack on fundamental traditions of academic freedom.,' He invited the faculty members to sign the petitions.

President Boyd stated that he might wish to participate in the discussion to follow and therefore relinquished the Chair to Provost Paul Olum.

UNFINISHED BUSINESS Course Evaluatoins Mr. Jess Barton made the following motion: "I. That there be made available by each department, school and coTlege at this university, the statistical resUlts of the evaluations made of courses/ instructors as provided for by cUrrent legislation, for the past two years. These results shall be made available for the scrutiny of individual students at each respective department, school, or college office, and at a central location on campus. Included with the results will be any material provided by individual instructors which is intended to clarify, explain, or otherwise elucidate the evaluation materials, as well as a warning on each file that the data contained therein may be affected by a variety of factors, including class size, number of respondents, etc. "II. Publication of evaluation data shall require individual instructors' written consent, each instructor who consents to publication of his/her course evaluation shall be given the option of either: a) Releasing for publication all of his/her course evalUations mentioned above, or b) releasing for publication certain selected course evalUations mentioned above. "III. In the event of unauthorized publication, the President shall have the right to revoke this legislation."

The Secretary of the Senate reported the Senate vote on the motion as 20 in favor, 8 against, one abstention and 20 absent. Following a brief debate, Ms. Wooten, on behalf of the University Senate, moved to amend the motion by deleting parts II and III. She stated that the Senate vote to amend was 17 in favor, 12 against, five abstentions, 16 absent. The Assembly voted on the motion to amend; the motion was defeated. The debate continued on the main motion. Subsequently Mr. Sanford Tegfer moved the previous question; it was seconded, put to a vote and passed. The vote on the main motion was 43 for, 63 against -- the motion was defeated. '

Faculty Salaries: Mr. Paul Holbo, on behalf of the Faculty Advisory Council, moved as follows: "In recognition that the real income of the faculties of the colleges and universities of the Oregon State System of Higher Education has declined by 17 per cent since 1972, and that the prospects are for a further decline of several percentage points dUring the current year, we, t'h'e University Assembly of the University of Oregon, urge the Chancellor, the State Board of Higher Education, the Governor, the Legislative Emergency Board and the Ways and Means Committee of the 1981 Legislature to take the steps appropriate to each to remedy this situation dUring the last year of this and the two years of the coming.biennium."

The Secretary of the Senate reported that the vote on this motion in the Senate was 26 in favor, none against, and one abstention. Following brief statements in support of the motion by several members of the faculty, Mr. Clarence Thurber moved to insert "before taxes'' following "17 per cent." The motion to amend died for lack of a second. The motion was put to a vote and passed with only a single dissenting vote.

ERSTED AWARD. Mr. Ronald Rousseve stated that he would withdraw his motion regarding changing the rules for choosing the Ersted Awardrecipients.

NEW BUSINESS

Environmental Studies Mr. Everett Smith presented the following notice of motion: "At the February meeting of the University Assembly, I will move on behalf of the Environmental Studies Committee that the faculty appro-ve interdisciplinary undergraduate and graduate degree programs in envirnomental studies. These programs will be supervised by a University Committee on Envirnomental Studies to be appointed by the Dean of the College of Arts and Sciences. This year the Committee includes Richard Britz, Peter Frank, Gordon Goles, and David Povey. The proposal submitted for approval in February will be attached to minutes of this meeting."

BROADCASTING COMMITTEE Ms. Marlene Thal stated that at the February meeting of the Assembly she would move to disband the Broadcasting Committee.

ROTC Mr. Bayard McConnaughy stated that at the February meeting of the Assembly he would move as follows: "Whereas military preparations and activities are inhere~ntly immoral, self defeating and damaging to humanity, and whereas the contract between the University and the Department of Defense is of a nature which should be intolerable to a university, I shall move at the February meeting of the Assembly that: This Assembly recognize that military training is not an appropriate activity for the University of Oregon, and that it recommend to the President of the University, and to the State Board of Higher Education, that the ROTC contract between the University and the Department of Defense be terminated-at the earliest date at which this is legally possible."

STATE OF THE UNIVERSITY

President Boyd again took the Chair to make his State of the University address. He stated there were a number of items which he wished to discuss very briefly with the faculty.

There being no further business, the meeting adjourned at 1700.
