Minutes of the UO Assembly Meeting 9 April 1984

The meeting was called to order by President Paul Olum in Room 150 Geology at 3:38 p.m., April 4, I984. There being no corrections, the minutes of the March 7, 1984 meeting were approved as distributed.

Unfinished business

President Olum turned the Chair over to Provost Richard Hill. Mr. Olum had taken part in the discussion on the Semester System motion at the meeting of March 7 1984 and did not feel that he should Chair the Assembly during the continuing debate on this motion.

Mr. Hill announced that the debate on the Semester System motion would pick up where it had ended at the previous meeting of the Assembly. Mr. Mike Prothe, SUAB was recognized and he reiterated some of the facts presented previously in support of the motion. Mr. Charles Curtis, Mathematics, was recognized and he made a motion to refer: "That the motion to change to a semester system be referred to a committee, to be chosen by the President, which shall solicit statements, and report them in a brief written summary to members of the Assembly on the probable effects of the proposed change on the teaching and research act ivies of colleges, schools, departments and administrative units of the University. The report shall be presented to the Assembly in October 1984." In speaking to his motion to refer Mr. Curtis made the point that the impact of the proposed change has never been fully discussed or thought out within the various schools and departments. Evidence from Mr. Givon (Linguistics) on the impact of the change on his department prompted this motion. Mr. Robin Dawes, Psychology, rose to support the motion to refer as it will afford the individual schools and departments to judge how much good the change will do or see if the change is desirable. Mr. David Foster, Architecture and Allied Arts, in support stated that the appointed committee should not make any judgments on the change they should gather the facts from the schools and departments and present these facts without interpretation.

Mr. Alan Winkler, History, rose to oppose the motion to refer as he felt that exercise was a waste of time and that the subject had been debated enough. Mr. Gerald Bogen, Education, asked Mr. Curtis if the motion was aimed at just the impact on the schools and departments and should not the motion include admission and other administrative services? Mr. Curtis agreed that they should be included in the motion. Mr. Leland Roth, Architecture and Allied Arts, in support stated that the entire academic year, including summer sessions, should be a part of the study and the report. Ms. Esther Jacobson, AAA, stated that she supported the motion to refer and that the committee should look at the course distribution impact that the Semester System motion would have on the University curriculum. Mr. Glen Love, English, asked that the motion to refer be amended to include an investigation of the adoption of a "true" quarter system as an alternative to the Semester System motion. Mr. Curtis agreed to this amendment and it was accepted. The motion to refer was called for and by a voice vote adopted by the Assembly. The motion to refer, as adopted, now reads: "That the motion to change to a semester system be referred to a committee to be chosen by the President, which shall solicit statements, and report them a brief written summary to members of the Assembly, on the probable effects of the proposed change on the teaching, research and administrative activities of the colleges, schools and departments and administrative units of the University This committee shall also make an investigation into the same areas for the impact that the adoption of a "true" quarter system would make on the University "The report shall be presented to the Assembly in October 1984".

President Olum resumed the Chair at this time. Mr. Sanford Tepfer, Biology, was recognized to present his motion on the subject of the definition of voting faculty. "Effective at the Assembly meeting following the adoption of this motion, voting members of the University Assembly shall include the following:

Since the Senate did not act upon this motion, it is essentially a part of the previous governance proposal that the Senate passed earlier, no vote or report was forthcoming from the Senate. Mr. Tepfer, in speaking to the motion, stated that the proposal brings back parts of the governance motion that had passed by a majority vote in the Assembly actions earlier. He pointed out that in "2.c" the head of the department of Military Science was given the vote but the other members of the department were not. In "4." following the word "higher" he added "and Library Instructors in their fifth and later years." In answer to a query on who loses the right to vote under this proposal, Mr. Tepfer stated that all present faculty voting members of the Assembly would retain the franchise because of the grandfather clause (#8) but new faculty in excluded areas would not have the right to vote if the motion were adopted. Further, he stated that the franchise would continue for all head coaches in athletics but not for the assistant coaches.

Gordon Mallon, SUAB, made a motion to delete "2.c." which gives the right to vote to the head of the Military Department. After it was pointed out that the contract between the University and the U.S. Army states specifically that the head of the Military Department was to have the privilege of voting on issues concerning R.O.T.C. on campus, Mr. Mallon withdrew his motion to delete. In place of this the motion was to amend "2.c." to read " on issues directly effecting the Department of Military Science." This was put to a vote and the voice vote tally was too close to call. The President asked for a showing of hands and the motion was accepted. Number 2.c. now reads: "The head of the Department of Military Science on issues directly effecting the Department of Military Science."

Michae Ellis, Human Development and Performance, asked why the document excluded classroom instructors until the completion of five years of service. Glen Love, English, replied that instructors come and go and do not pass the rigid examination that Assistant Professors and higher ranks do prior to the higher of instructors. Mr. Ellis asked that "2.a." be amended to read ''All full time instructors...." and that "2.b." include part time instructors. LIr. Stanley Greenfield, English, pointed out that Mr. Ellis was making two different motions and that they had to he separated for the Assembly to act on them. President Olum ruled that the two would be separated. The motion to amend "2.a." was passed by a voice vote. Instructors with full time academic appointments as officers of instruction now had the franchise. Mr. Ellis moved to amend "2.." to read: "All instructors 0.50 FTE or more in their fifth year..." He explained that all part time instructors who had an appointment of 0.50 FTE or more in their fifth year would have the right to a voting member of the faculty. This was put to a vote and passed viva voce. Mr. George Shipman, Library, stated that he wanted to amend "4." to read: "All librarians in the University will have the same voting rights and privileges as the faculty on regular academic appointment." Mr. Paul Engelking, Chemistry, moved to amend this to include all Science Shop employees with the rank of instructor. Mr. James Boren, English, moved to adjourn and by a show of hands the Assembly adjourned with 36 in favor and 30 opposed. The time was 5:10 p.m.

FACULTY PERSONNEL COMMITTEE 1984-86: Warren Brown, Steven Goldschmidt, Joseph Hynes. Galen Rarick. Russell Donnelly will fill the one-year vacancy created by the resignation" Roger Chickering.
