diglib: file names in libweb/diglib/

Since there are many people adding files to the diglib directory, a word
of caution about file names.  Some filenames are quite long.  Think
carefully about how much detail you might want to include in the filename
for a Web page.  Also be sure that you do not have spaces in the filename.
Programs, like Word, can work with filenames which have spaces, but the
Web is unable to use them.  Rather than a space, you might want to use an
underscore _  or a hypen - .    After moving a file to the diglib
directory and making a link, always test the link.
