In the summer of 2005, Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy For Users (SAFETEA-LU), the third in a series of six-year transportation bills that fund a variety of transportation-related projects throughout the country. Within this legislation was an earmark by Congressman DeFazio to establish a collaborative national University Transportation Center (UTC) in

between the
University
of
Oregon
,
Portland State University
,
Oregon
State University, and the Oregon Institute of Technology. Initial funding for this UTC was set at $16 million over six years to be matched by another $16 million of non-federal funds.
The key themes of this UTC are Healthy Communities, Transportation-Land Use, and Intelligent Transportation Systems – topics that span planning, public policy, urban design, architecture, land development, landscape architecture, geography, computer science, economics, and business, among others across campus.

On December 1, 2006, the OTREC Strategic Plan was approved by the federal Office of Research Development and Technology (RITA). OTREC is now authorized to issue an RFP for the first year's financial allocation (for the year beginning October 1, 2006).
