General Information   In the summer of 2005, Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy For Users (SAFETEA-LU), the third in a series of six-year transportation bills that fund a variety of transportation-related projects throughout the country.  Within this legislation was an earmark by Congressman DeFazio to establish a collaborative national University Transportation Center (UTC) in Oregon between the University of Oregon , Portland State University , Oregon State University, and the Oregon Institute of Technology.  Initial funding for this UTC was set at $16 million over six years to be matched by another $16 million of non-federal funds.

The key themes of this UTC are Healthy Communities, Transportation-Land Use, and Intelligent Transportation Systems – topics that span planning, public policy, urban design, architecture, land development, landscape architecture, geography, computer science, economics, and business, among others across campus.

Accessing OTREC funds On December 1, 2006, the OTREC Strategic Plan was approved by the federal Office of Research Development and Technology (RITA). OTREC is now authorized to issue an RFP for the first year's financial allocation (for the year beginning October 1, 2006).

For a copy of the final OTREC Strategic Plan, RFPs, on-line applications, and other supporting documents, please go to the OTREC Web Site: http://www.otrec.us/

Strategies for Applying There are three key strategies for applying to the UTC:
  1. Align your project with the Center's themes
  2. Align your project with a national transportation priority area - (see below)
  3. Identify non-federal match for your project. For now, consider finding five dollars of match for every 4 dollars of UTC support. This may change over time.
