travelnews: Updated policy on airfare quotes

To all travel administrators:

The policy requiring airfare quotes when combining business and personal travel has been updated to include more details.

A comparison airfare quote is required when:

·	Combining business and personal travel
·	Additional day for cost savings purposes
·	Driving a vehicle out-of-state rather than flying
·	Use of a non-direct route
