Interim Report of the Senate Ad Hoc Committee on Student Records as of 11 February 2004

The Charge to the committee from UO Senate President Bowditch was:

After consulting widely with faculty, staff, and students,
a) to discuss and recommend language to amend the current OAR 571-20 regarding subpoenas of student records;
b) to discuss and recommend language for inclusion in the faculty handbook regarding such subpoenas;
c) to discuss and recommend language for inclusion in a policy statement to be issued by the university concerning procedures to respond to such subpoenas;
d) to frame an appropriate motion(s) for the Senate that would address the committee's recommendations in the above three areas.

Pursuant to item (a) of the charge, we are presenting a substitute motion to US034-5 for consideration by the UO Senate today. That material forms a separate packet.

Work on item (b) of the charge, language for inclusion in the faculty handbook, is continuing and we anticipate reporting to the Senate on this presently.

Pursuant to item (c) of the charge, we attach a draft policy statement along with 3 comments on that draft policy statement from Professors Dan Pope, Gina Psaki, and Frank Stahl. The committee solicits additional comments on that draft policy statement. Those comments can be sent to the committee chair
