Annual Report 1998/1999 University of Oregon Faculty Advisory Council

In 1998/99, the University of Oregon Faculty Advisory Council met with President Frohnmayer on a regular basis to provide advice, work on projects, deliberate issues and conduct other business. A chronological summary of the issues and actions considered during the academic year 1998/99 follows.

The FAC reviewed Riverfront Research Park issues, reviewed the Riverfront Research Park Review Committee report, toured the research park grounds and made recommendations to President Frohnmayer regarding the research park, communications and publicity about the research park, and the process of reaching a resolution of the issues that would be most beneficial to the university community.

3. The FAC made two appointments to the UO Foundation Board. The FAC changed the timetable for appointments to this committee and recommended that faculty representatives on this committee be reimbursed for their expenses. President Frohnmayer implemented this recommendation.

4. At the invitation of the Student Conduct Code Committee, the FAC met with representatives from the SCCC to discuss and make recommendations about possible changes in the Student Code.

5. The FAC reviewed and advised President Frohnmayer on budgetary issues facing the Oregon University System and the University of Oregon.

6. The FAC reviewed the PEBB changes and made recommendations to President Frohnmayer on this issue. The FAC urged the University Senate to review the PEBB immediately in the University Senate, which was done.

7. The FAC recommended to the University Senate that the Senate be the body responsible for appointing two faculty members to serve on the Student Housing Advisory Board. This was implemented by the University Senate.

8. With the support of the FAC, the University Senate appointed a committee to review the Program Review process.

9. The FAC reviewed the process of discussions of the Post Tenure Review policies.

10. The FAC met with members of the Committee for Crisis Planning to discuss Y2K and other crisis management issues (seismic, floods, severe weather, medical emergencies, etc.). The committee presented the new UO Crisis Response Plan and the new Emergency Procedures brochure to be distributed on campus. The FAC made recommendations to the committee about the brochure.

11. At the request of President Frohnmayer, a subcommittee of the FAC (D. Frank, L. Kahle, H. Gerdes and an invited participant, B. Edwards) prepared a report on the optimum size of the University of Oregon. This report was presented to President Frohnmayer, the University Senate and was discussed in a university forum le by President Frohnmayer.

12. The FAC reviewed labor issues and other university contract and licensing issues. Various strategies, oversight groups, and guidelines etc. were addressed and recommendations were made to President Frohnmayer about policy and the process of developing policy in this area.

13. The FAC discussed making a recommendation to the University Senate that the Senate Budget Committee be charged to review the issues of faculty salaries at the UO. Although the FAC did not make a formal proposal, such a process was developed by the Senate.

14. The FAC advised President Frohnmayer on issues of diversity on campus and how to address them. The FAC met with student activists to discuss and make recommendations about a university diversity initiative and the establishment of summer internships on diversity issues. The FAC wrote a letter to President Frohnmayer in support of the student initiatives, especially the summer diversity internships. Several FAC members served as members of a committee which met with interns during the summer of 1999.
