The attached documents were submitted to the Chancellor's Office for presentation to the Board's executive committee meeting on March 15. This proposal is a request for changes in the structure of tuition charges. It does not represent a request for a specific tuition increase even though as you will note the model includes an assumed 4% increase in tuition(OUS has approval for a 3% increase without special permission). In order for us to proceed with detailed planning for a change in the way tuition is charged to undergraduates at the UO, we are hopeful of receiving a positive response from the executive board prior to the meeting of the full board in April. As you know, this plan represents an attempt to ensure student access at the same time providing opportunities for students to have lower cost tuition alternatives and also to have more choices. I think the financial impact on students is much less than many of you believe to be the case. The potential for the University is quite positive.

Please examine the attachments to be better informed about our proposal. Although the specifics are certainly not firm, the concept is one that has received positive reaction on many fronts.

I wanted you to have some preliminary detail.
