End-of-year Report of the Traffic Appeals Board

To the University Senate: May 25, 2004

The Traffic Appeals Board is composed of six members: two faculty, two management or classified, and two students appointed by the ASUO. Again this year the ASUO forwarded one name only for appointment. This student member attended one and one-half meetings which was an improvement over last year (one-half meeting). Other members attended the majority of meetings. A quorum is three. The Board has had four meetings and will meet again in June and September.

The main task of the Board is to consider appeals referred by the Traffic Petitions Officer and, by a majority vote, determine whether the Board upholds the decision of the Petitions Officer, or dismisses the violation, or imposes an alternative penalty (fine). The average number of appeals at each meeting is twenty-two.

Major concerns of Board members this year have been appeals related to poor signage in University parking lots (too small, too unobtrusive, and too mixed in message); malfunction of parking meters, and difficulties in event parking. It is hoped that the proposed installation of SmartMeters will reduce violations.

The Traffic Appeals Board is a University standing committee with an important function. It is a hard working board and its members seem to enjoy serving on it.
