MEMO RE: Public Access to Scholarly Materials
MEMO FROM: Peter B Gilkey (UO Senate President 2009/10)

Dear Colleagues.

The Senate is preparing to take up the question of "public access" to scholarly materials and obviously your REPORT OF THE UO SENATE TASK FORCE ON ACADEMIC FREEDOM AND SCHOLARLY PUBLISHING to the Senate 5 May 2008 is very relevant to this endeavor. Things are very much in a preliminary stage -- to get things started, I have written a draft of a Senate Resolution to create a Senate Ad Hoc Committee on the matter which is posted on the web http://www.uoregon.edu/~uosenate/dirsen090/US090-3.html for possible action at the 11 November 2009 meeting of the UO Senate. In advance of that meeting, I and several others will be meeting with the Provost. So given your known expertise and interest in the subject and given that I have no monopoly of wisdom, I have taken the liberty of writing you to ask you to take a look at the proposed Senate Resolution and let me know how to improve it and what additional links should be added to the page. And, of course, if you feel continued action on this subject is no longer necessary, please feel free to let me know as in that event, there is no need to create such a committee!

Respectfully submitted

Peter B Gilkey

Dear Senate Rules Committee (Tracy, Ali, Michele): A couple of items of business.

a) I am working on getting input to US09/10-3 http://www.uoregon.edu/~uosenate/dirsen090/US090-3.html which would create a Senate Ad Hoc Committee to deal with Public Access to Scholarly Publishing. I solicit your input on this resolution -- I have written to a number of others about it so it is very much a work in progress!

b) You have indicated to me that the SRC intends to introduce 3 resolutions for consideration at the 11 November 2009 Senate Meeting that deal with the New Senate Organizational Meeting in May. I should be most grateful to have a formal email on the subject from the SRC as expeditiously as possible so that I can post the motions on the web and indicate them as action items for the 11 November 2009 meeting; that has to be done on or before this forthcoming Wednesday 28 October 2009.

Thank you so much for all your hard work in this regard. PBG
