Remarks by Parlimentarian Simonds to UO Senate 14 October 2009 concerning
proper procedure
MAIN MOTION:
Moved by maker
If seconded, it becomes property of the senate
President recognizes the maker to argue the motion
Each senator then entitled to the floor once
After all who wish the floor a first time have been recognized, anyone
wishing the floor a second time may be recognized by the president
No one is entitled to the floor a 3rd time
Amendments may be made from the floor.
Senators may propose an amendment to an amendment but no further amendments
to the series until those 2 have been voted on.
The same rule about the number of times a senator may have the floor applies
to each amendment.
Then the amended main motion may be argued, again with senators entitled
to be recognized up to twice.
SUBSTITUTE MOTION: may be moved to, replace the main motion if it
deals with the same issue.
Then all amendments to the main motion must be considered.
Followed by all amendments to the substitute motion.
[ALLOWS THE SENATORS TO KNOW JUST WHAT BOTH MOTIONS ARE IN THEIR FINAL
FORM]
Then the vote is taken on whether to substitute.
DEBATE: While debating a motion, points of order, privilege and
information may be raised but only by gaining recognition of the president
when no one else has the floor.
Calling for the previous question (closing debate) can be moved but, again,
only by gaining recognition as above. It is disorderly if someone else
has the floor.
None of these count as one of the two times a senator is entitled to the
floor during debate on a motion.
