Senator David Reed is removed from the rolls of the University Senate as he has missed three meetings.

Senators Sprague and Yeoh were present at the March 8, 1995 meeting. This correction has been made in the March minutes.

CALL TO ORDER

President Simonds called the meeting to order at 3:05 p.m. in Room 231 Gilbert. The minutes of the March 8, 1995 meeting were approved as circulated.

ANNOUNCEMENTS

The Senate President handed out the revised (3-16-95) edition of the "Report of the Commission on Faculty Rewards ana Development." This Report will be on the agenda for the May 10, l995 meeting of the Senate. Each Senator will receive a copy of the final Report with the agenda for the May 10, meeting.

The Interinstitutional Faculty Senate met recently and discussed many matters. The main item of discussion centered on diversity initiatives within OSSHE institutions. President Simonds handed out a copy of a report on this subject and asked that faculty members respond to him with suggestions, complaints, comments of any type.

DISTINGUISHED SERVICE AWARD

All non-Senators were asked to leave the room so the Senate could resolve into Executive Session to discuss the awarding of the

Distinguished Service Award for 1995.

The Senate came back into open session at 3:25 p.m.

DISCUSSION OF THE UOACGR REPORT

The University of Oregon Assembly Committee on Governance Reform was introduced. Ms. Laura Alpert, Chair, was given the task of leading the discussion on the proposed models of faculty governance that the Committee has formed.

Ms. Alpert explained the background of the move to establish the Committee and the various discussions that the Committee has had since its first meetings in the fall. The Committee has overcome much diversity of opinion within the Committee and through consensus and compromise has devised two models for further discussion. Each Senator was given a copy of the proposals with the agenda some near the end of March.

During the discussion the Senators made comments and raised questions. The areas of concern were: definition of voting faculty necessary to keep departments/schools/colleges from being too liberal or too strict in comparison what we now have as definition; the number of students is too great, too small; why cannot the Assembly continue to be a super body over the Senate? the senate should be larger; are secret ballots possible? can a mail ballot work and thus continue the Assembly? constituencies might not work if you are left out or feel left out of your assigned area for representation; and the University Charter does not allow for student participation in designated areas of governance, the proposals continue this participation.

AGENDA FOR MAY MEETING

President Simonds stated that the agenda for May 10, would be very full. The aforementioned "faculty rewards" document will be up for a vote of approval, the Committee on Committees will present the names of faculty/administrative committee appointees for next year, a motion from the Status on Women-'s Committee will be discussed and voted upon, and the Guidelines for Graduate Education will be discussed and voted upon.

The business of the Senate having concluded, the meeting adjourned at 4:20 p.m.
