Report of the Senate Rules Committee on Resolution USS99/00-7

Distribution of Salary Increases

The motion is properly phrased and submitted. There is no procedural errors in its format.

While there is no direct fiscal impact, the indirect costs in the ability for the various Departments and Administrations to make future hires is high.

The clarity of the motion would be strenghtened if a cost analysis were performed to demonstrate what the current range of raises are (with respect to Cost-of-Living) and what the new model will present. In particular, what will be the amounts available for merit raises if this model is enforced, and how does this reflect into percentatages per merit raise (i.e. if COL is 2.0%, and the typical merit raise is 2.01%)
